A Call to Strengthen Home and Community Care in Alberta

Home and community care in Alberta has long been overshadowed, despite its proven ability to deliver cost-effective, patient-centered care. With an aging population and rising demand for services, prioritizing and supporting home care is more urgent than ever.

The Alberta Continuing Care Association (ACCA) has released a position paper advocating for home care to be recognized as a distinct and integral component of Alberta's health care strategy. The paper identifies key challenges—underfunding, workforce shortages, and systemic inefficiencies—that must be addressed to help seniors and individuals with chronic conditions remain at home, reducing pressure on acute and continuing care facilities. Home care is not just a service but a solution to Alberta's most pressing healthcare challenges. 

The Case for Change

By 2031, one in five Albertans will be over 65, and demand for continuing care services is expected to rise by 80%. The MNP Facility-Based Continuing Care Review recommends increasing home-based care from 61% to 70% by 2030, potentially saving Alberta $452 million annually in operating costs and $1.7 billion in capital costs. More importantly, it aligns with Albertans’ preference to age at home, preserving dignity and independence.

A strong home care system must be both compassionate and cost-effective. ACCA’s position paper outlines a vision for integrated, team-based care, fair funding, and patient choice.

Strategic Recommendations for Transformative Change

ACCA’s position paper outlines 12 key recommendations to strengthen home and community care, including:

  • Establishing home care as a distinct pillar within Alberta’s healthcare system
  • Developing a comprehensive framework to enhance collaboration and ensure fair funding
  • Shifting oversight from Alberta Health Services to an impartial entity
  • Implementing proactive and preventative care programs for better health outcomes
  • Enhancing provider training and integrating advanced technology solutions
  • Supporting and empowering caregivers with structured resources and financial incentives

These evidence-based recommendations reflect the expertise of ACCA members, including frontline care providers, caregiver advocates, and industry leaders. They present a roadmap for achieving a more sustainable and responsive home care system.
